    Hi April and others interested in this thread.

    When the K-20 network was first proposed and then built, one of its
    anticipated features was the Web cache that would be established both at
    the state and local school district levels. Are these caches in place?
    If so, of the requests represented by the graph of outgoing traffic, what
    percentage of those requests are being served by local or state cache
    pages? How much of a difference does caching make? If capacity is short
    of demand, why not place a moratorum on new computer installations until
    capacity can adequately deal with demand?
