No, there is nothing in the DHCP Server related to HOSTS files and TCP/IP
is supposed to go to the HOSTS file before going to the DNS server. But,
it appears to be using the HOSTS file after DNS fails. In Microsoft's
earliest form of TCP/IP, there was a checkbox to allow or disallow the
HOSTS file. But, not for a long time.
