Dreamweaver is a great tool, so is Adobe GoLive. They are both powerful
WYSIWYG (what you is what you get) web page editors. Dreamweaver is
generally considered the 'standard' editor, but GoLive has some great
features. I've used them both and so if you learn how to use one, using the
other is no problem. Additionally, they are designed like most other good
programs, novices can use them, but they are powerful and the features that
pros need. The nice thing about them, is that they create standard code
that is cross platform and 'clean'.
Regarding your question about Acrobat. The PDF's forms that your are
referring to are not creating by an HTML editor. This is a feature provided
by the commercial version of Acrobat. There are a variety of utilities out
there that create PDF's, Mac OS X has this feature built into it. However,
the advanced features such as forms, hyperlinks, and creating indexes
require more sophisticated tools. I am not aware of any free applications
that will do this.
