One clarification on Acrobat. When I refer to the ability to make forms
using the commercial version of Acrobat, I am referring to making forms
that will be filled out using Acrobat Reader and then printed. An example
of this is the General Requisition Form for the SSD. The IRS does this
too, as you can download a 1040 form and fill it in and then print it.
If you just want to make a form in word and then provide it in a standard
format so that it can be printed, then go to versiontracker.com and search
for PDF. You should then be able to download any number of freeware
utilities that will create PDF documents. I often like the print to PDF
style, where you choose a PDF file as the output instead of printing a
document itself. One caution, sometimes this software makes BIG files.
I've seen 48K word documents turn into 2MB PDF's using free software.
