tictech: list stuff - and changes

    Hi All,
    A note about list issues.... Some have had problems lately sending or
    responding to tictech messages.... Popmail is gone. Webmail has been
    upgraded. These are big changes. Lots of hurdles for individuals, and
    additional challenges for those who provide services for those individuals.

    For tictech, here is the impact:
    1) using webmail or edumail, a reply to a list message will now go to the
    list, as it is supposed to.
    2) using webmail or edumail, replies to tictech messages now work properly.
    For a while replies were coming across as gibberish.

    Thanks to Judy McNamee and April Johnson for their help in getting these
    things ironed out. Also, thanks for their work on documentation for home
    users hoping to connect to their district accounts via IMAP or Outlook (I
    presented a short workshop for a dozen school staff today on that topic, and
    their work was very helpful).

    A couple of reminders: do not send attachments to tictech, and always post
    list messages in plain text, not html. Thanks - moderator Mark
