Tic-Tech: building tech staff funding?

Does anyone know if there are plans to put any district money into tech
staff in each building? Hundreds of thousands, maybe millions, are
currently spent on salaries for support, maintenance, training, etc. from
the top down, but not one penny at the building level. Not necessarily
talking about a full time staff, but I AM talking some form of tech staff
funding in EACH building. Are there any plans for this? - Mark
