Tic-Tech: CKS Send Function OK from Outside the District

The ability to send mail via CKS when connected from outside the district
has now been restored.
 
The script that authenticates outside users had gotten into a strange state
and was no longer functioning. We'll institute a process that checks it
occasionally and restarts it if necessary.
