What you did with IE is correct. However, traffic from outside the district
to Bess is currently blocked (I'll explain why in a minute).
If you have a static IP address at home, we can easily allow you to access
Bess from home. Since I see that your email came from @Home, I suspect you
do have a static address. If so, just email it to me, and we'll create the
permission in the firewall to let you reach Bess.
Now - why is it blocked in the first place? Originally, we left Bess
accessible from outside, so that schools who weren't yet connected to the
Seattle Schools network could still use the service. Unfortunately, there
are a lot of criminals on the Internet who use open proxy servers to
disguise their identity while they commit crimes like credit card fraud.
When we were notified that someone had used the Bess proxy in that fashion,
we had to deny access to it from all but known addresses.
