Folks,
There is no automatic signature function in Outlook Web Access (OWA).  As an
alternative, you might create a Word document with several "signatures"
(e.g., formal, informal, with phone number, without phone number) and then
copy and paste from it when needed.
The is no address/contact import function in OWA.  An alternative is to copy
and past, as mentioned.
If you have a large number of contacts, there are import alternatives
depending on which address/contact client you are using.  I've worked out a
few methods and would be glad to help if I can determine that it is worth
the effort.  Give me a call, because there are a number of details I'll need
to know.
